In the past, it has been very well balanced, if not titled towards the WIAC.  UW-SP and UW-EC have always been post-season caliber teams and have always played the CCIW tough.  Maybe this year is a bit of a let down, but even if it is, it won't last.

Until recently, Wheaton had a lot of success against WIAC opponents (and everyone else, really), but the WIAC was clearly a deeper league overall.  As the CCIW has improved, the WIAC seems a little weaker and you've got Augustana, IWC, and North Park all beating WIAC schools.  So I don't know if it's a "normal" year, but this year the CCIW seems to be stronger.  I know Carthage used to duck WIAC games - I doubt they do now.
