Just wondering if there is any review of referee performance in a game.  Is it done on the Conference or NCAA level?  In club soccer, at least in our league, the coaches did an evaluation, does that exist on the college level?

Yep - everyone is assessed at least once a year.  NISOA has all sorts of info on their site about assessments, assessors, etc.

Also, in College refs can/will get black balled. If a ref gets a couple of those from different Head Coaches than the assignor has to start thinking about why this particular ref is doing College games and maybe move them to the Women or drops them to preps/high school

FWIW, this is done at the Academy level as well. Coaches are asked/required to 'review' the refs after the games. The refs also file their own game reports that often includes info on the behavior of the coaches and the players. I assume many of the refs doing USSDA games are also doing College games. Probably some of the higher level high school games as well.

The requirements to become a National Referee are fairly easy.  Three years in good standing with NISOA and a comprehensive list with 20 games over a two year period.   The fitness test is a joke and it is probably because the referee pool is not that large.  Most guys will officiate 20-30 NCAA games in a season, on top of HS games, and weekend USSF/USSDA.

Because it is so easy to become a National Referee, you'll have guys/girls assigned to games outside of their skill level.  Even so, there are some refs that have strong qualifications, but are simply just not good.    At the same time, you have guys with excellent mechanics that don't have the qualifiers to back it up.

Referees are assessed at least once a year by a trained, certified assessor who has a lot refereeing experience, though not currently refereeing college games.   Assessments are performed to ensure that there is a consistent, acceptable level performance by the referees under review.  It reviews all referee and assistant referees at a game.  BTW, this is not a free service. The referees of that game pay for it. The assessment is a little more than a evaluation of  a ref's good and bad calls.  It can deal with game management, correct application of rules, Ref/Assistant Refs interaction, demeanor with players, etc.  The desired outcome is that every game is refereed in a manner that is as consistent, fair and safe as any other game. 

Coaches are always welcome to provide "constructive comments" about a refs performance.  But too often these comments become complaints about one call or another.  A college level coach really doesn't have the time to provide feedback unless there is an especially egregious complaint.  Coaches start preparing for future games immediately.   But if a coach provides feedback, it is carefully reviewed.  And, if you are wondering, ref's and ARs do go over their game and prepare comments, if necessary.  Most comments concern Y and R cards. 

Also, referees, regardless of the level, are organized and managed by associations that negotiate fees and performance expectations with their customers, like the NCAA.  A referee's assessments, training, certifications, physicals, etc. are important part of associations' commitment to their customers.  Associations and their customers definitely value their relationship with each other.
