When is the announcement about NCAA D3 women's national tournament brackets and first-, second-round sites?

Sunday night?  Monday?

Are they doing the webcast again or is it just an online announcement? Also, I was under the impression the field would be released on Sunday night. Is that accurate?

Yes, the press release will come out this evening and will be on our front page.  The brackets and pairings will be released on Monday.
