Given the state of higher-ed and the economy, I'm wonder if this is a start of a trend or just an edge case...

Edge case. Such a small percentage of their population played NCAA sports it just wasn't worth it. Most schools have significantly higher percentages, especially the small liberal arts schools that make up a lot of D3. NCAA sports is a significant recruiting tool for many schools.

In fact, there have been more schools adding programs like football - which is expensive - in pursuit of the elusive male student.
