Texas had its ups and downs in youth players since the Stars won the cup in '99. Although the comment was probably posed satirically, we have 10 Rinks in DFW, 5 in Houston, 2 in Austin, 1 each in San Antonio, El Paso, Amarillo (NAHL), Odessa (NAHL), Corpus Christi (NAHL), College Station (NA3HL).

Most Tier 1 level players are from DFW or Houston with only 1 Tier 1 sanctioned club in Dallas (Dallas Stars Elite) currently although there was a second team (Alliance/HCDallas) that lost Tier 1 status this year. Kids that have the talent try to make the Elite (or Alliance/HCDallas when they were T1) or move North to play. It takes quite a financial commitment to play here (~12-18K including travel costs) and many of them have to play Juniors to get DIII exposure. There are several TX kids that have made it to D1 or Major Junior teams.

We'll never have the numbers that Northern states have, but we've got a pretty good sized bunch this year. (Tufts has 4 that all played together/against each other at U14 and below before taking their own paths to Tufts).
