SI is reporting that there is a very serious proposal to move men's soccer to a split fall and spring schedule. The advantages are argued to be that almost no weeknight games would be required, and players would have more time to heal. The earliest this could start would be 2016.
Two questions: would the women likely also make the change? Would the change likely be applied also to d3?

He states that the proposal is intended presently to apply to the men's game "to bridge the gap to improvements in the U.S. professional leagues and in development academies." He goes on to state, "That's not to say that women's soccer will not follow on somewhere down the line if this is accepted and proves to be successful."
So far, no statement as to whether the change would apply across divisions or only to D-1.

I think it would only apply to DI at first.

I think year round college soccer makes a lot of sense. There is so little time for real significant training during the season in the current system.
